The concept of DPI doesn't exist when you're
creating a document containing vector data.

Aha, you're talking about raster images.
iText doesn't change the original image;
the DPI of the image inside the PDF depends
on the scaling factor you choose.
Read chapter 5 of the book "iText in Action"
and all will be explained.
