Let me quote page 239-240 of the book "iText in Action": You have to be careful with nonembedded TrueType fonts. Not only do you risk that end users don’t have this font on their computers, but TrueType fonts are also platform dependent. You should always embed TrueType fonts. Clearly the ELSTER developers didn't follow this advice. I wasn't aware ELSTER was using iText; they aren't a customer of iText Software Corp, so there is no business relationship between the iText Companies and ELSTER.
