I have a web application, users of which need to be able to print a PDF
in simplex or duplex mode.  I tell them no problem, however, legally the
documents that they are printing out in duplex must have blank pages
inserted every so often so that the back side of a page is blank rather
than having the next page on the back of the first one.  In addition,
these documents must come from an archive and CANNOT be recreated
dynamically.  They aren't even supposed to be manipulated at all from
what's in the archive.  

Is there a way to attribute a PDF page such that when it prints, a blank
page will be inserted before or after it?
