I don't think it is possible with the basic image handling in iText RTF. I 
think you would need to create Direct Content in order to do this. I have not 
done anything like this before.

I need to place an smaller image on top of an larger image
so that the user will be able to move the smaller image around.  The larger 
image
is a gauge and the smaller image is the needle that can be moved.  How can I do
this with iText in an RTF?
 
In Word I would the picture layout format to in front of
text.  That allows me to place the smaller image on the first image.  Anyone
know how to do this in code?
