Of course!  Use a widget annotation, type button (otherwise known as a push 
button form field) and set the image as the appearance.

I don’t completely understand what you mean by “paint dots”.  You can draw 
anything you want in an annotation appearance stream.

Be aware, that they will disappear when the SWF is active, but will redraw when 
it is done.

The only way to draw on top of the SWF would be to use another annotation.

Hi

I'm trying to create a PDF with an embedded SWF, which is currently working 
acceptably, and an image or simply directly painted dots on top of the SWF. So 
far I've unable to get the image/dots to appear above the SWF - they do get 
painted, but below the SWF (I can see this using the print preview, which 
doesn't support printed SWFs).

Anyone know how to control the layering of these elements?

I'm embedding the SWF using the apporach described by Aaron Watkins' 
(http://consult.goannatravel.com/blog/2008/05/04/embedding-flexflash-into-pdf/) 
if that's important.
