BOTH the Matrix AND the transform commands in the content stream are used when
rendering - the details of the procedure are documented in ISO 32000-1.
I would be quite surprised to find that JPEDAL is not doing the right thing
here. Are you using the current version? Have you contact them for support?

Subject: [iText-questions] Transformation matrix (itext vs jpedal)
When an image is used in a signature appearance and that image needs to be
transformed, IText writes the transformation commands in a command block in the
content stream (q 2 0 0 2 0 0 Do Q cm) and leave the image matrix in the PDF as
/Matrix[1 0 0 1 0 0].
On the other hand Jpedal uses the matrix to transform the image, so documents
signed by itext does not render correctly. The original image size is always
used.
Is there a way to put the transformation ONLY in the /Matrix? Or changes to the
code is required?
Adobe seems to use the /Matrix attribute and so it renders correctly in Jpedal.
