Hi,

I think you are right this is not a iText directly related subject, so in
this context you may check IMHO with Adobe's LiveCycle Reader Extensions
technology. 
It does what you want off the self, and then some.
1. The forms workflow can be offline (or online)
2. The forms are always synchronized and kept updated (Talking of Sales
Order forms?)
3. The extended forms can be filled in with a simple Acrobat Reader by your
clients (as you don't mention what tool they would have to buy and use). 
4. the forms can be saved locally, printed locally by the Reader and later
send to you in a number of ways

Why don't you get the published specs and see if this suits your company's
needs?
Of course you may develop another solution ... and this message is just my 2
cents
