* Create a password policy

=> Check! iText can encrypt PDFs with user/owner password
    Make sure you have the BouncyCastle jars in your CLASSPATH

    Also you may need to replace the security policy in your JVM:
    Search for "Java Cryptography Extension (JCE) Unlimited Strength

=> Was under development. I'm not sure if this already works.
    To be tested.

* Create a user security policy with Adobe LiveCycle Rights Management ES

=> That's Adobe only technology, isn't it? I don't think third party
    software can implement this.
