Close, but no cigar.

iText doesn't generate appearances for XFA forms at all, that's why you
cannot flatten them (successfully).  Acrobat/Reader does.  And without
the ALLOW_FILL_IN flag, it looks like they won't do it.

And allow me to echo Leonard's response in that you can set the fields
to locked (or read only?) in the XFA.  Not sure how exactly... XFA isn't
exactly my Field of Expertise.
