Most common problems:
1. you are adding the Watermark using the wrong coordinates
(did you check the MediaBox and the CropBox in the existing PDF)?
2. you are adding the Watermark under an opaque object.
There may be other reasons, but you mustn't assume that we can
help you without seeing the PDF and your code.
