As but one certification signature is allowed in a document, you cannot
change the certification level. (Unless, of course, you remove the old
certification signature and then apply a new one.)

You might consider using Signature Field Lock Dictionaries and the FieldMDP
transform method (cf. ISO 32000-1:2008 section 12.8.2.4 and sections
referenced from there), though. This allows you to e.g. lock all Fields.

These features unfortunately are not yet implemented in iText.
