That's correct. iText doesn't handle the "fine grained" security flags.
Either you have full access (via the owner password), or you don't.

Subject: [iText-questions] Extract a Page from a Encrypted
Document
Hello,
I'm using itext-2.1.0 and I have a doubt about something I'm
trying to do.
I have an encrypted pdf and I would like to extract a concrete
page from it and create a new pdf document (which wouldn't be encrypted)
containing that page.
Is it possible? Could you show an example code?
I have tried with the class PdfCopy to get imported pages
(PdfImportedPage) but it doesn't work, I get the exception
IllegalArgumentException.
I have read that PdfCopy, PdfStamper and PdfWriter will throw an
exception unless you have created the PdfReader indicating owner and
password.
Please, help.
Thank you very much.
