What do you mean? The answer to the FAQ "Can I create a Reader-enabled 
form using iText?" is no.
As 8.7.1 is about Reader-enabled documents, it doesn't apply to 
documents that aren't produced using Adobe products such as Acrobat or 
LiveCycle.

There is no chance you'll be able to do that with any other software 
than Adobe Software.
The reason why this isn't possible is explained in the answer to the FAQ.
