You really need to read ISO-32000, ISO-19005 and "iText in Action" first. You'll need about a month to do this. Come back after a month and then we'll be able to help you.
Please understand that I'm not being unfriendly, I'm only very realistic. If you want to use iText to convert a PDF file into a PDF/A file, you're facing months and months of development.
