yes it seems like a bug,

If I have time I will check for a bugfix.

I don't have a workaround suggestion, yet, since I did not yet check why the first table works and the second doesn't. But perhaps some one else has. Better to send your question to the list then to me personally. ( http://itextpdf.com/support.php )
