The padding is not applied with the paragraph !


Don't confuse padding with leading.

A PdfPCell created from a Phrase is a cell in "text mode". A PdfPCell with a Paragraph added with addElement is a cell in "composite mode". Please read "iText in Action - Second Edition" to find out the very important difference between text mode and composite mode.
