That sounds like a PDF viewer bug. What version of Acrobat are you using to tab through the fields?
And can we see the PDF? NOTE: /Tabs isn't inheritted, so putting it in a parent Pages object won't work. You're using "getPageN()" would lead me to believe that's not the case, but what the heck.
