The standard answer is iText 2.1.7 is no longer supported,
but that doesn't help you as you have no other option of
using that version.

I'm 99% sure there are no issues with the encryption function
in 2.1.7, and you can easily check this by writing a small
standalone example trying to reproduce the problem.

Make sure you have the BouncyCastle jars in your CLASSPATH.
(Normally your application should throw a ClassNotFoundException
if you forgot them; did you check your logs for such an exception?)
