PDF/A-1a requires that all content in the file is tagged according to the relevant section of PDF 1.4. This is a MAJOR undertaking as it means you need to mark all of your paragraphs, headers, images, etc. using the correct tags. iText does not include such functionality and you will need to add it accordingly. (and to do so, you will need to read both the PDF 1.4 standard as well as the PDF/A-1 standard).
Otherwise, just produce PDF/A-1b and move on...
