InDesign *CAN* create PDF files with passwords but you have to explicitly add
them at creation time
On the Export menu when you select the security tab you can set a password to
open the document - a USER password - and under that is an option to set
permissions for printing etc - an OWNER password
If you leave the second option UNTICKED then it will only add a known user
password and behind the scenes add a random owner one - but then that is surely
completely expected behaviour, isn't it?? Don't have any of my reference
materials with me but I am sure this is documented well.
If you want a known owner password then at the creation stage you need to add
one but allow everything if that is what you want to achieve or if you NEED to
know the owner password later.
InDesign does NOT add a blank owner password under any other circumstances.
