This chapter gives an overview of the different PDF manipulation classes
in iText.

There's an example that explains how to add content to an imported page
in combination with PdfCopy.
You could use a PDF with a blank page, import it, and add an image.
However, if I were asked to do this assignment, I'd let the person
giving the assignment choose:
1. Do you want a traditional PDF?
I create a new PDF using PdfCopy.
Whenever I encounter a PDF, I add it.
Whenever I encounter an image, I create a single page PDF in memory and
add that PDF.
That's a variation on what you're doing.
2. Do you want a portable collection?
Please Google for "portable collection", "portfolio", or "PDF package"
(these are more or less synonyms).

A portable collection is like a ZIP file that you can open in Adobe Reader.
This zip file can contain ANY type of document (even Word documents).
I'm not sure if this form of PDF is acceptable for you, but it's an
elegant solution.
