Your question is all backwards.
iText supports Asian characters in PDFs that are created according to ISO-32000-1. When you serve such a PDF to IE9, IE9 will need a plug-in to render such a PDF. It's that plug-in that needs to follow ISO-32000-1, it's not the PDF tool that needs to support the plug-in.

and how can i make my web create pdf file and show in IE9.
