If the SigFlags were present then iText would try harder and find the field. 
There's not much to work with with such PDF.

At first glance the Catalog 15 0 references an AcroForm dictionary 16 0:

16 0 obj<</NeedAppearances true/Fields 7 0 R>>
endobj

This in turn references a Fields array 7 0 which is empty:

7 0 obj[]
endobj

This array is a required field defined as "An array of references to the
document’s root fields (those with no ancestors in the field hierarchy)."

Thus, there is no need for a reader to look for any fields in the document.

Additionally the AcroForm dictionary 16 0 does not contain a SigFlags entry
and, therefore, the signature flag "SignaturesExist" is not set. Thus, a
reader may apriori assume that there especially are no signature fields in
the document.
