I am not saying that I "know" there is a "topmost" under content. I didn't
know, thus I asked. I was just hoping that I was missing something, and may
be someone can help me with that. 

The generation of the PDF is passing through multiple stages, and one of the
later stage is to add the watermark. 

As suggested, I tried adding a transparent-background-gif as the
OverContent, but that image forward still blocks the document, which is not
how we would want the watermark to function.
