Couple remarks, tips, questions to help you find the cause of the problem:
That image doesn't say anything for someone that does not use the same
profiler. The utilization stats mean nothing to me. Could all be 0% ....
Do the users upload the PDF or are they your own PDF?
perhaps invalid PDF's cause strange things to happen we've never seen
before due to very strange PDF syntax constructions we've never seen before
Do you have an integration tests that can cause the same load on the
server, that could be a good starting point to see how much can be handled.
Is there a standalone code example of your splitting code, a sample pdf ?
if there is, try and see how much that can handle simultaneously on a
comparable system?

50 or 100 is not the same. If it sometimes happen with 50 or sometimes
with 100 then it can depend on the PDF, perhaps some users upload huge
PDF files? Invalid PDF files?
