The obvious difference between your two sample PDF files is that in the case of itextGenPdf.pdf (iText) you scaled the images to fit an A4 page while in case of GenPDFOtherTool.pdf (Solid Pdf Tools) the images were not scaled down in the same way but instead defined the page size. Maybe some printers are unhappy with scaled images, at least with strongly scaled ones, or with images scaled differently in width and height...
