That's not possible, not with Flying Saucer, not with XML Worker.
In XML Worker, we currently only support PDFA1B.
The parameter PDFA1A is present, but you won't be able to validate your 
documents.

You can create PDFA1A using low-level PDF creation (PdfContentByte-driven).
High-level support for PDF/A1A (for instance through XML Worker) is 
scheduled for development in 2013. As usual, customers will have early 
access to the functionality; and we may decide to keep the code closed 
(as we did with XFA Worker).
