We've received about three code contributions from people who wanted to solve the ligature problem in iText. None of these contributions were generic enough to use.
As long as we don't make a project from this, ligatures will NOT be supported UNLESS for Arabic. When will we make a project out of it? When it makes sense from an economic point of view. Why doesn't it make sense from an economic point of view? Because, so far, none of our paying customers has initiated a project to support ligatures; we've only received the questions from people who don't want to pay for the development.
Currently our technical roadmap is about improving XFA to PDF functionality, better PDF/A and PDF/UA support and PAdES support. Those are the features our customers pay for. Put the money on the table, and we'll consider upgrading the priority of ligatures.
