The architect who made the design of your project made a mistake because
of his lack of experience with PDF. Without knowing more about the context
of the project, it is impossible to tell you how the problem can be solved
(IF it can be solved).

Since you ask the question "Any suggestions on how to fix this issue ???"
as if anyone could answer that question without more info about the nature
of the PDFs you're concatenating, I assume that you're that architect.

I can think of a number of architectural changes that could help. I can
also think of a number of situations in which the problem you're facing
can't be fixed.

However: my hands are tight as long as you don't have a support contract.
