In other words: you want a PDF document that doesn't comply with 
ISO-32000-1. That wouldn't be a PDF document, would it? Follow Michael's 
advice: use the same value for the user and the owner password. There's 
really no need to spend any time on arguing about it; just follow the 
PDF specification.
