O... you are saying that iText does set the version correctly (you confused me by using the word "tag" instead of Catalog entry).

I am using  java version 5.4 3.  It looks like it is an iText bug.

How would it be a bug if iText sets the Version correctlyin the Document Catalog? If theversion is defined in the root dictionary of the file, the version number in the header can be ignored.

If you're a customer, please make a ticket in our ticketing system and we'll see if we can fix this somehow. If you're not a customer, you'll have to explain to your customers that they should read ISO-32000-1.

I'm curious: you're mailing from a gov address and at the same time talking about customers.
