This is by design. The PdfLine class (an internal class) is responsible 
for splitting lines and will do so on a Chunk per Chunk basis. If there 
is no split-character inside the Chunk whatsoever, it will break the 
Chunk in different parts, but if different Chunks are encountered, it 
will split in-between Chunks.

An alternative could be to define a custom SplitCharacter implementation 
that accepts every possible character as a split character. That's how 
it's done to split Chinese text.
