Hello Michael, yes, you're right. It is a little bit difficult to understand that rights are being different interpreted by different clients (accordingly to their functions).

If you want a tool for all PDF manipulations not explicitly forbidden by the PDF, you indeed need Adobe Acrobat (or a similar package by other manufacturers). Adobe Reader is the low-cost (heck, you get it for free) limited variant of Acrobat. Thus, there obviously are feature restrictions compared with the full product. Some of these can be lifted by adding usage rights to the PDF in question but you will need Adobe software or services to do this (they want money, either from the person who wants to edit the PDF or -- if that first person uses the free Reader -- from the person supplying the PDF).
