I would also like to know solution to your problem, but I think the right way would be to *avoid closure of a ticket without linking it to CI*, because usually a CI could change, ticket could be rejected, you can't even link some tickets to CI...

One way I guess could work: count the links between the ticket and CIs (if it's >0 you can close), but i assume there is no easy way for this.

Another way would be to force Agent answer the required question:
"Did you link this ticket to CI?", default answer is empty and thus invalid. All this using freetext fields.
