Set XAUTOHIDE=NO and YAUTOHIDE=NO, so both scrollbars will be visible at all
times.

hi IUP members,
I got several issues with IupScrollBox control,
1. Even when i specify SCROLLBAR=YES, it wouldn't shows up unless the child
control inside IupScrollBox is big enough.
i humbly suggest, it should display scrollbar and grayed it
2. Why specify XMIN and YMIN couldn't force display SCROLLBAR ?
i humbly suggest, it should display scrollbar if XMIN and YMIN is larger than
XMIN and YMIN without display SCROLLBAR
