When you set SIZE or RASTERSIZE it will also act as a minimum size in
IUP. Sometimes the IupLayoutDialog is very useful to understand that. You
can call it on your sample:
iup.Show(iup.LayoutDialog(nil))
and then open the application dialog to inspect its attributes.
But even commenting all sizes in your sample there is still something
blocking the Split. You can try to comment parts of the code to better
identify the problem.
