I was thinking it may be related to iup since it does not happen in version
3.11 only in 3.12. In 3.12 even holding the iup split bar causes the canvas
scroll bar to flicker rapidly but it is quite smooth in 3.11.
Removing the cbox does not fix the problem. I had added that because I
was having some problems adding text boxes directly on the glcanvasbox, I
will investigate that again.

So glcanvasbox should not be put in a scroll box? Why is it different than
having the canvas have it own scroll bar?
