I have found the IUP tools executables : )
Same problem: I have attached a screenshot.
If I set "CUSTOMFRAMESIMULATE" to "YES" the window in the backgrund
dissapears.

Did you try to run one of the IUP tools executables? Do they have
the same problem?
Can you tell which GTK version?

But I suspect it is using gtk. IUP code is simply a GTK client
in this case. Does other GTK applications have the same problem?
The Phanteon Desktop Environment is built on top of GTK.
No Problems with other GTK apps.
