I'll need to work on fully integrating, and automating, pdflib7 and ftgl
into my infrastructure, before I can reliably answer your question.
(The superficial answer is that I do not recall seeing USE_PKGCONFIG in
use. Once the CD sub-packages are fully integrated, I'll try to
instrument Tecmake's "Linking ..." message to display
"Linking <THINGY> (USE_PKGCONFIG='${USE_PKGCONFIG}')"
to see what Make and the shell know about the situation.
Overall, I suspect it'll be next week before I can give a confident
answer. [I'm currently on the tail end of my first coffee for the day
on this Friday morning.]
