The dialogs that have RESIZE='NO', MAXBOX='NO', and MINBOX='NO' have an offset of +2 pixels whereas the don't have those parameters set have an offset of 8 pixels, so apparently whatever is rendered in the titlebar of the dialog can affect its X,Y offset.
