Actually, epel-release provides the GPG Key which is missing (same for ius-release and the IUS GPG key). The best way to setup IUS/EPEL is to manually pull down the RPMs from the repo and install them [1]. Then you can install the rest via Yum (as the GPG keys and Yum repos will be setup). The packages can be downloaded from the official upstream mirror [2].
