This seems to be because the mirror mirrorlist=http://dmirr.iuscommunity.org/mirrorlist?repo=ius-el5&arch=$basearch for our $basearch of x86_64 is returning http://archive.linux.duke.edu/stable/Redhat/5/x86_64 as the top mirror.
