That's kind of what I thought... You are excluding half the packages we
have in IUS because of your 'exclude' line in /etc/yum.conf. Try the
following:
# yum list --disableexcludes=all | grep \.ius\.
You'll need to disable your excludes to install/upgrade IUS packages for any of
the excludes that match (like mysql*, php*, etc).
