mysqlclient15 is at 5.0.92 in ius-el5, and mysqlclient16 is at 5.1.61 in
ius-el6... both are behind, yes... but they don't have anything to do
with the mysql version... mysqlclientXX is for stock RHEL packages that
were built against stock MySQL... so that they still function.
Keeping them up-to-date is ideal, but not necessary. Actually the best
approach would be if mysqlclientXX was only maintained for the version
of MySQL in stock RHEL... but that is harder to maintain affectively.
