I was able to enable the test suite for el6 and el7. Enabling it for el5 was getting really messy, so I skipped it. This is probably why it was disabled upstream. However, I'm fine with enabling the test suite just for el6 and el7. I built rsync31u-3.1.1-3.ius, and it will be dropped into the testing repos tonight. Please test this version as much as you are willing to.
