Howdy Dick, Thanks for the bug report. We have been tracking this one on Github [0]. The issue came about because Red Hat incremented the major version of libvpx, which bumped the library soname. The package php55u- gd-5.5.16-1.ius was linked against libvpx.so.0. We have built a new package php55u-5.5.16-2.ius that links against the current libvpx.so.1. It is in the testing repos. You can install it with the following command.
