Hello dreampuf,
Thanks for taking the time to report this issue. IUS only support the
base release, which is currently 5.11. On a new 5.11 server, I am
unable to reproduce this issues:

Unless you have extended support from Red Hat, 5.9 is EOL.
You will either need to upgrade the OS or install an older version of
python27 from the archive repos.
