I've made some progress on this, even to the point of finishing some initial RPMs. However, when starting httpd I ran into this error.
Starting httpd: httpd: Syntax error on line 56 of /etc/httpd/conf/httpd.conf: Syntax error on line 1 of /etc/httpd/conf.modules.d/00-lua.conf: Cannot load modules/mod_lua.so into server: /etc/httpd/modules/mod_lua.so: undefined symbol: apr_bcrypt_encode Commenting out that line allows it to start.
