Thanks for taking the time to contact us regarding this request.  Here
is our standard review process for new package requests.

Is it a good fit for IUS?
Is it maintainable with our current resources?
After building the package, is the requester willing to test the package to 
ensure expected behavior?

At one point, we did package did package rsyslog4 for EL 5[0].  We did
not get much feedback (either good or bad).  Honestly, we kinda forgot
about it till we noticed version 4 went EOL[1].   Since we did not get
more feedback after the EOL notice, we decided not to continue packaging
it at that time.

Bug description:
  Base EL6 has rsyslog7-* and EL7 have rsyslog, but both versions are
  only 7.4.6.

  There were a lot of fixes in 7.5.0, but might as well provide upgrades
  to 8.x entirely.
