Unfortunately since I can’t tell who sent it I can’t reply to them to tell them 
now to get a “JIRA account”.  I hope the information is useful to the whole 
mail list

You should be able to read JIRA issues without an account.
If you want to add comments or change anything in an issue, you need an account 
on www.tizen.org<http://www.tizen.org>

To get an account on www.tizen.org<http://www.tizen.org>, Go to that URL and 
click on “Register” in the top right corner and complete and submit the form.

Once you have an account on www.tizen.org<http://www.tizen.org>  you should be 
able to log into bugs.tizen.org. (login is in top right corner of 
bugs.tizen.org).
You can also request “developer” access by logging into 
www.tizen.org<http://www.tizen.org>, clicking “My Account” in the top right 
corner and then clicking on the “Access Requests” tab.
